The International Competition Committee of USA Track & Field selected Rallins at the organization's annual meeting in Dallas.
This is not Rallins first trip to international competition, serving as head coach of the U.S. Indoor World Championship Team in 1987, assistant manager of the 1996 USA Olympic Team and assistant coach of the 1995 World University Games team.
Rallins was a standout hurdler at Tennessee State, setting seven world records and 11 American records, and she ran at the 1968 and 1972 Olympics.
